I'd go no on all 3, but Tarver would be the closest.
He was the first guy to legitimately beat Roy Jones. A lot of fighters are in the Hall based on one huge win and that was up there. Sprinkle in his other good wins and he actually has a pretty good case. Especially with guys like McGuigan, Norris, and those level guys in there.

Winky has a shot, he was the first guy to unify the Jr Middleweight division in ages.

Tarver's was more shocking, but Winky absolutely dominated both men.
Plus Mosley went on to beat other top guys.

I have Winky above Tarver also but I am not in love with either resume. Both 1 division legit champs with a small bit of work outside that division. Too bad Winky turned down the Taylor rematch for 5 million or his resume would far exceed Tarver's and probably be HOF worthy.
