There realy is no unified rules State to State, and even country by country. Holyfield was not medically cleared to fight in New York. Usualy Nevada, Cali, and New York are in lock-step.
But states like Texas don't give a fuck. They let Holyfield fight there. They let Margorito fight their. They let Valero fight there.
