If it were my call, I'd name Donaire the real champ. I woulda made Montiel-Donaire for the real belt. I wouldn't leave the issue unsettled for an extended period of time waiting for everything else to get hashed out.
Once a winner of the tourney is established, set up a time limit for that match to be made. Maybe Donaire moves up. Maybe he fights the guy. Either way, you don't have a bunch of technicalities holding up the issue, when you, I, and everyone else knew Donaire-Montiel was a fight against the 2 best in the division, or 3 tops, which still qualifies.

They can't do that, because then it just becomes a slippery slop and become no better then the ABC belts. They go against their rules and standards on a regular basis.
If The Ring just made Donaire the Champ, it wouldn't be undisputed. Not when got tournament going on. There is no doubt the winner will take the # 2 spot. And a fight between Donarie and the winner will give us a clear cut champion.

Grant, you forgot Haye vs. Klitschko too. Granted, Klitschko is the legitimate champ already, but this is a good unification match worth mentioning.

I agree with Scott to some extent. I think that 1 vs 3 should be accepted in more cases than it currently is. Otherwise, there is no difference in being 1 or 2. 1 needs 2 just as much as 2 needs 1 right now. I think the difference between 2 and 3 is often very small. My most recent example that I'm sure people are tired of me saying was Bradley deserves to be champ after the Alexander fight. I think Cruiser, Jr Lightweight, Bantam, Jr Bantam, and even Super Middle have acceptable 1 vs 3 matches. Jr Middle, Welter, Jr Welter, and Jr Feather all have 3rd ranked guys who have recently lost to the 2nd ranked guys. Those would be completely unacceptable.

Grant, your points are legit. I agree it would look silly to name Donaire champ now. They're already locked into their reasoning, good or bad.
But don't you agree that it is a little weird for the spirit of the rankings to be about lessening the importance of the sanctioning bodies, yet at the same time, they're giving Moreno a #2 ranking SOLELY because he won an alphabet strap? I'm not saying Moreno doesn't deserve a high spot, But without that belt, he's just a top 5-8 bantamweight contender.
I'm just saying if we are trying to come up with a system that renders the ABC groups moot, then we should not deny giving glory to a fighter who beat the best on account of some dude holding a strap.
I just don't want to see the issue of deciding a world champ to get caught up in red tape endlessly. And as far as I see it, it was an error in not making Donaire-Montiel for the world title, in lieu of sorting out a mess that probably will never get sorted out anyway.

Donaire was ranked 5th when he fought Montiel. He was ranked 5th because his comeption until then was lacking. To the point he was practicing fighting left handed in one of his fights.
So you're saying The Ring should've ignore there policy and have rewarded # 1 Montiel against the 5th ranked Donaire for the belt?
Again, that'd make them no better then the ABC belts, who do that kind of shit all the time.
