I finally found out who it was. It's this crazy old guy down the street. I asked him why he can't play them midday when everyone else is at work/school, and he starts getting pissy on how the whole neighborhood is complaining, and it's his civil rights, and I told him his playing ability sucks and he needs a new hobby, or should mow his friggin' lawn for a change.

my father in law jams to this shit everytime he drinks and he is good which MAKES THE MUSIC LOUDER!!!! i seriously have hid the timbales and congas from this man because of the headaches i get lol
